I think 1 is the lowest priority for an action. Take a look at the wp_head hook documentation. wp_head uses many priorities: https://developer.wordpress.org/reference/hooks/wp_head/
And truthfully, the Google tag manager code probably doesn't have to be all the way at the top of the header. I've seen work no matter where it is in the header.
The default for most modern browsers is to block Google tracking scripts these days. Check your console to make sure the browser isn't blocking your scripts.

With Gutenberg, you have to switch the post to draft mode and then you'll be able to change the author in the Status & Visibility section on the right side of the edit screen.

Early versions of Genesis used functions to provide the same functionality the actions and filters provide today. So in essence, both articles are correct.
To use the genesis_before action hook, you would add something like this to you functions.php or a PHP snippet plugin:
add_action('genesis_before', 'my_custom_function')' function my_custom_function() { /* do something cool here */ }

The first problem is that the menu arrow is linked to the WordPress dashicons icons set. The icons are not being loaded on your site. This is also a problem on your desktop version. If you look at the Metro Pro demo on this site, you'll see what the arrows are supposed to look like in mobile mode. https://my.studiopress.com/themes/metro/
The second problem is that the down arrow used to display the mobile sub-menu is white, the same color as the background. This makes the down arrow invisible. You have to change the color of the down arrow so you can see it.

The header text in your case is on a different page. You have to turn off pagination if you want the links in the table of contents to work.

Change margin-top to 76px.

Have you requested your free website audit yet?Victor FontModeratorI walk through the Genesis code for pagination, and I'm not sure there's a way to accomplish this through Genesis. The pagination is depending on the WP Query to get to the appropriate page. The page link you see is not a permalink. In other words, these links are created on the fly. There are no pages in the system with a permalink of page/2 until run time.
You could potentially do this with jQuery. With jQuery, you can read the current URL. If the URL contains the /page/ string, you can scroll the page down to the element with the genesis-content ID or another appropriate ID depending on how your archive page is constructed.

View the page source code in your browser tools and you'll see the bad HTML for yourself. I use Firefox because it's easier to see bad HTML. Bad HTML is highlighted in red.
