If anything, you host has imposed limits on your site and your site has exceeded your host's limits. If your host will not increase your resource limits, move your site to a different host.

It's being positioned correctly in the DOM, but on the front end it displays before the site header, not after where you added it.
The problem is because the site-header has a fixed position. Any element that has a fixed position floats above all other elements on the page. You have a few ways of fixing this. You can remove the fixed position for the site header so the new widget area displays beneath it as your code intends, but if you do that, the site header won't display over the photo background any longer.
You can also move the new widget area into the site-header. Instead of using add-action for genesis_after_header, use genesis_header instead with a lower priority than 10 so it displays on top.

Have you requested your free website audit yet?Victor FontModeratorWith all the websites I manage, I've never heard of anyone locking functions.php from being changed. Changing functions.php is an integral part of managing any WordPress website.
If you can't access and change permissions of the functions.php file through FTP, then it may be time for you to move to a new host.

I put right in my contracts with clients, that I develop for modern browsers only. If they want me to include IE in the mix, there's a premium charge for for retrofitting code to non-supported standards.
Your client needs to move into the 21st century.

Neither Authority Pro nor the Genesis Framework enforce accessibility rules, which is what you're apparently seeing with the message "This picture has an unfilled alt quality".
In fact, I've never seen this with WordPress either. I would start by changing to a default WordPress theme. Does the issue still occur? If the issue goes away, then there's some incompatibility with the Genesis. Reactivate Authority Pro to look for the conflict.
Then, deactivate all plugins. Does the issue still occur? If the issue goes away, then you know there's a plugin conflict. Reactivate each plugin one at a time and test after each reactivation. When the problem reoccurs, you've found the conflict.

The issue is that the images you are using as placeholders have a hardcoded fixed width that is wider than the mobile screen.
When you examine your site in the browser inspection tool, you can see that the column classes have the correct width for the screen and that the YouTube insertions are overflowing the width. The YouTube videos are too wide.

In other words, the home-middle widget area is sitting on top of the header. The menu is underneath it. When you try to click on the menu, you are actually clicking in the home-middle area.
To fix this, you have to adjust the position of the home-middle widget area in CSS.

If you do, you'll see that something is creating new HTML pages within pages. In other words, pages are being nested. It could be coming from a plugin or because a script has been added somewhere incorrectly.
The rendered HTML certainly starts out correctly, then right after your Google verification tag, there's this HTML:
