If I'm reading your original post correctly, you want the sub-footers to display on the home page, but if a user navigates to the a different page, you want the sub-footers to go away and display a welcome letter in their place. Is that correct?
If so you can add an additional widget area before the footer for the welcome letter, then building on Anita's code, toggle between the welcome letter and sub-footers depending on whether the user is on the home page or not.
This requires modifying both functions.php and front-page.php.
I'm a little pressed for time today so I can't provide you with code examples. But if this is what you want to do, let me know and work out some code next week.

The Genesis Framework provides accessibility features for all of it's child theme. If a specific theme does not provide accessibility out of the box, it just needs to be activated.

CSS though could be generated in PHP and may not be available in style sheets.
For Genesis themes, CSS classes are added to widget code in PHP that can usually be found in front-page.php. If you want to use a custom class, you can add the custom class to the target widget here, but the class definition has to be in style-front.css.
BTW, if you make a typing mistake in PHP, you'll bring your site down. Don't use the WordPress editor to make changes. Use FTP and an editor in your local environment.

The purpose of purchasing a license is to get official support from Studio Press if you choose not to support your clients, that's all. It's strictly a financial exchange. Genesis does not have to be licensed to run or receive updates.

Search the #f5f5f5 color code and change them all to your new background color. Make a backup of the CSS files first just in case it doesn't produce the result you want.

The CSS for Academy Pro is in style-front.css and for that theme, all of the widget areas use the same classes.
So, if you want to make front-page-6 the same as front-page-3, open style-front.css and search for every instance of .front-page-3:
.front-page-3 { /* background-color: #f5f5f5; */ background-color: transparent; margin-bottom: 40px; position: relative; }
Add front-page-6 to this CSS:
.front-page-3, .front-page-6 { background-color: #f5f5f5; background-color: transparent; margin-bottom: 40px; position: relative; }
Then, comment out any CSS related to front-page-6:
/* .front-page-6 { box-sizing: border-box; margin-bottom: 40px; position: relative; width: 100%; } */

Using position: fixed, layers the fixed element on top of all other content, of front to back along the z-axis as the case may be. Think of it as stacking one sheet of paper on top of another.
The front-most layer (the fixed element) will hide the content below it. So you have to move the lower content down by changing it's top margin to accommodate the height of the menu container.

If you want to change the behavior of an action, you do it by hooking into the action, not re-running the action.
The code, added to functions.php, looks something like this:
add_action('genesis_title', 'replace_title'); function replace_title() { if ( is_page('my_dynamic_page_id') && isset( $_GET['qm_symbol'] ) ) { /* insert your custom title code here */ } }
This is not going to work as is because I have no way of testing it on your site, but it can serve as example of what you need to do.

All mobile responsive aspects of Genesis child themes are handled by the child theme's CSS media queries. This does not change the URL.
If you have a specific mobile URL, this is coming from a plugin like JetPack or a specific mobile theme not related to Genesis.

I couldn't tell you how without access to the back end of the site. It's been a while since I worked with any of the author pro elements. I suspect the purchase page can be customized to use the add to cart button instead of what's there now.
