They might work with a WordPress site, but for a WordPress site those instructions are not entirely correct. Style sheets need to be enqueued in functions.php to be used properly in WordPress. Every theme is a little different, but generally you could take a look in your functions.php file for where other fonts or style sheets are being enqueued and follow suit with the new style sheet.
Also, the HTML comment tag at the beginning of your block of code. It should be <!-- not <!-. There are supposed to be two dashes.

You're depending on the browser to provide the font. If the browser doesn't support Georgia, it will choose a generic font. http://www.w3schools.com/cssref/css_websafe_fonts.asp

Have you requested your free website audit yet?Victor FontModeratorStudioPress themes use Google fonts. The old eleven40 theme imports its font in style.css. Look for these two lines:
@import url(http://fonts.googleapis.com/css?family=Lora);
@import url(http://fonts.googleapis.com/css?family=Oswald);Lora is used for the body text and Oswald is used for titles. The Georgia font family is not available on Google Fonts. You'll have to figure out where to get the Georgia font and load it your self. Once you have it loaded, you have to replace the term Lora or Oswald everywhere it appears within style.css with the name of your new font.

In the output.php I have on my development machine, several lines include 2 single quotes like this: '' . In what you posted above, the double single quotes are not single double quotes. Start with a new copy of output.php. Make sure you use straight quotes and not typographer's quotes.

You're going to have to go through standard troubleshooting steps, change to a different theme, disable plugins to look for conflicts, etc. Sorry I couldn't be of more help.

You can either write a custom function to replace the genesis_do_nav and add it to your child theme or simply add a class to an element as I show you in my article.

You can break the framework and every update to Genesis will over write the modifications. Last, make sure the if statement at the top of front-page is correct:
