Comments use the WordPress get_comment_time() function to retrieve the comment time. There's isn't anyway to change the timezone through this function.
So first, make sure your timezone is set correctly in the WordPress settings page. If it is, then the problem is because the timezone is set incorrectly at the server level. You may be able to change this yourself through .htaccess: http://www.htaccess-guide.com/setting-server-timezone/. If not, you'll have to ask your host for assistance.

So instead of downloading the style sheet again from the web server, it uses what it already has stored in its cache. The same will happen when the style sheet version number isn't updated. Make sure you clear all caches and hold down the shift key when you reload the page to force the style sheet to reload.

Your content is in a single text widget in a flexible widget area. If there any reason why you didn't place each content snippet in its own text widget? You could separate the icon from the text with the built-in column classes.

This plugin executes when the page is loaded, calculates the heights of the two areas and applies an inline style to match them. Because the two widget areas are delayed until after the page loads, the height can only be readjusted by using the matchheight update() function. I'm not exactly sure where you need to insert the update(), but it has to go someplace after the fb scripts execute. This is what you need to use:
jQuery.fn.matchHeight._update()

Deactivate all plugins, does it still happen, reactivate one at a time and when it happens again, you've found a bad plugin. Turning on WordPress debug could tell you the answer much more quickly.

There's not enough detail to understand the error. Turn on WordPress debug in wp-config or review the server error logs.

Other than that, it's hard to say without a link to the site. The images don't help to diagnose the problem. Could be a plugin conflict.
