If you look at the demo, the Digital Pro theme is designed to display the accent color in footer-widget-1 only. https://my.studiopress.com/themes/digital/#demo-full
What you want to do falls outside of the theme's design. If you want the accent color to spread across all three footer widgets, you have to change code. Edit output.php in the theme's lib directory. Locate the following code at line 28:
$css .= ( digital_customizer_get_default_accent_color() !== $color_accent ) ? sprintf( ' button, input[type="button"], input[type="reset"], input[type="submit"], .archive-pagination li a:focus, .archive-pagination li a:hover, .archive-pagination .active a, .button, .entry-content a.button, .footer-widgets-1, .textwidget a.button { background-color: %1$s; }
Right after .footer-widgets-1, add:
.footer-widgets-2, .footer-widgets-3,
Save the file and you will be good to go.

All you have to do is edit functions.php and remove the code that deactivates them. In functions.php around line 106, you'll find this code:

With the inspect tool, target the specific element and change your CSS using the inspect tool. This allows you to experiment with changing the CSS without actually changing the code in style.css. You'll be able to see which CSS elements to change and the impact it may or may not have on other elements on the page. If you want an image to be full-width, target the img element specifically. There should be no impact to the blockquote.

The footer widgets are also in the same hook at the same priority, so it's first come, first serve.
To move the CTA after the footer widgets, you have to change its priority from the default of 10 to higher number so it executes last.
Edit functions.php and fine this line of code around line 227:
add_action( 'genesis_before_footer', 'monochrome_before_footer_cta' );
Change it to:
add_action( 'genesis_before_footer', 'monochrome_before_footer_cta', 11 );

To change it into another type of configuration will take some work. You have to edit front-page.php to display widget areas instead of blog posts. In essence, you have to create a new front page. The steps you would take include:
1. Registering new widget areas in functions.php
2. Removing the loop from front-page.php and replacing it with your own function to display the new widget areas
3. Create all the CSS for the widget areas to display as you'd like them to.
4. Display your content using WordPress text widget, the Genesis Featured Posts widget, or the Genesis Featured Page widget.

.home-top. Both of these widget areas are receiving the same formatting treatment. To make home-top full width, you need to break the home top CSS out into its own code blocks and adjust the CSS accordingly.

Wellness Pro uses a single widget area defined as a flex-widget area. Flex-widget areas are formed by CSS and appear in different configurations depending on how many widgets you have installed. In your case, you have four widgets each taking up 25% of the available space. It's very complex to change the flex widgets into multiple standard widget areas. There is a hook that allows you to change the number of footer widgets, but the flex-widget CSS would all have to be abandoned and you'd have to write your own CSS to adjust the display.

Since you are clicking a link, the URL should be getting passed back to the site through the $_GET object. You could scan the appropriate element for the word properties.
