What Genesis Child Theme are you using? This sounds more plugin related than theme related as that functionality isn't provided in any of the StudioPress themes.

There's probably some code either in WordPress, Genesis or your theme which may cause that. I'd start with updating WordPress to the most current version first.
If that's not possible and things are really old, I would probably export the website's XML file, set up a new WordPress installation, install a fresh copy of Genesis with the Child Theme and then import the XML file.

Then start with the process you've outlined but after you update WordPress, make sure you update all of the plugins too. Then continue on with your list.
I'd also take an assessment of the plugins to see if any were really out of date or if at some time they may have had a vulnerability.

AnitaKeymaster@heathero you're using Outreach Pro. If the site went wonky it was because the update you performed wasn't done in the correct "order". There was an update when WordPress 4.6 was released. If you updated WordPress first - the site went wonky or crashed. Genesis should have been updated first. So you can still perform the update but read this first from Sal. He created a fix on how to update Genesis. If you need help, reach out to me. 🙂
You can also keep up-to-date on changes to the Framework by periodically going the the Changelog which lists all of the changes and why.

AnitaKeymasterAnd let me add one more thing. I don't work for StudioPress or WPE. I am a volunteer here on the forum. I have my own business but have provided theme support for several Genesis theme developers. I have been with the same developer a little over two years now. *ALL* of the theme designers are basically doing what StudioPress did with *retiring* and *archiving* older themes. It just isn't financially and time efficient to go back into outdated themes. So it's not just StudioPress that's doing it - most theme developers are. And lastly in doing so, they are bringing new services and new themes to their own businesses. Why? So they can adapt to all the changes coming in WordPress. No one is being abandoned - things need to change as time goes on. Like the saying, "If you always do what you always did...you will always get what you always got."

AnitaKeymasterI have to disagree here a little bit because there are so many changes coming to WordPress as a whole. WordPress itself is changing and with those changes, StudioPress and other theme companies need to make changes to how they create and deliver themes. Will everyone like that, No. But WPE/StudioPress is working on new products that will actually help you with development. I remember when my Mom had to learn how to use a computer at the clinic after working with pen and paper for so long. She fussed a lot but once she got on there, learned how to do use it and educated herself, she was fine. It just took time.
Could the delivery of it been a little better? Maybe. But If you re-read the blog, they're not going out of business. The Genesis Framework will still be updated and used with child themes. But if you look at the progression of WordPress in general... that movement is going to "Full Site Editing". Read this and read this.

AnitaKeymasterYou should use a core functionality plugin for your custom code and custom CSS is you are concern. Many of the StudioPress themes have been or will be updated to meet Core Web Vitals. If you add anything to your functions file or directly to the stylesheet, they could possibly be overwritten.
The changes coming on the 8th (see blog) include the themes that *will not* be updated but will be archived. They'll only receive security updated. But the following will be updated moving forward since they will be remaining.
The StudioPress themes that will NOT be archived include Genesis Sample, Revolution Pro, Monochrome Pro, Authority Pro, Essence Pro, Magazine Pro, Altitude Pro, Infinity Pro, Breakthrough Pro, and Navigation Pro.
They are aware of the Core Web Vitals and CLS so themes that require an update will most likely receive them.

It's because the boxed layout uses the "wrap" and the other areas do not. The Sub-footer uses the wrap, but you can remove the background color from that area:
