When I create a page in WP I can access the Genesis page options in the WP Toolbar:

    genesis

When I create a course for Learndash I don't have that option:

    LD

Is there a way to access those Genesis page options for Learndash pages?

Learndash is entirely CPT based with its own custom formats. There's no linkage between Genesis and Learndash.

To add to what Victor noted, that's a premium product and works independent of the Genesis Framework so the support for Genesis would not have been included. But you can attempt to add the supports on your own - https://studiopress.github.io/genesis/developer-features/post-type-support/.
