AnitaKeymasterIf you are working on a government website, you should also be checking for accessibility. You should either code in the accessibility or add a plugin for that. Government sites need to be accessible.

AnitaKeymasterYes, the two lines (819 and 820) of the stylesheet should be modified. You should be modifying this file - https://www.waterscapetech.com/wp-content/themes/parallax-pro/style.css. The theme header is missing from that file, so it's a possibility that the changes aren't taking because of that. Not sure why someone would remove it but it should resemble something like this - https://demo.studiopress.com/parallax/wp-content/themes/parallax-pro/style.css?ver=1.3.3.

.You may need to clear the cache in the CDN you are working with. If you are modifying in the dashboard under Appearance > Editor, your CDN is probably not allowing the changes. Therefore, you would need to deactivate that or modify the files with FTP or some other way as recommended by the CDN.

Clear any cache in the site and browser if you do not see an immediate result.

AnitaKeymasterThere wouldn't be a recommended width. You would widen it to the width you and/or your client are happy with.
You are working with the stylesheet. I am not sure what you mean. You are customizing an existing theme to meet your clients' desired settings. You can make them in the stylesheet or create your own custom.css file to override the style.css file.
Just look for that area in the media queries and make the necessary adjustments. Then test out the responsiveness with the dev tool or I personally go to Responsinator.com to check responsiveness.

AnitaKeymasterNo, you should not add it. It already exists on Line 649 of the stylesheet. You need to MODIFY that. Change 880px to your designed width.

You can easily find this using your browsers Dev Tools. I personally like the dev tool in Firefox but Chrome's works just as well.

AnitaKeymasterYou can start with the Genesis Sample. Hack it to where you want it to be. Then use that as your boilerplate for development. A lot of developer take and create their own development copy from the sample.

AnitaKeymasterThen at this point I don't know where else to point you. There is inline CSS in there at 10px on the H3. All I can see is to keep looking.
