Look for:

asdwebMemberThere are two main settings for comments.
1- Dashboard --> Genesis --> Theme Settings --> scroll down until you see "Enable Comments" and select "on posts" to allow them on ALL posts.
2- Post page - scroll downwards until you see "Discussion" and make sure "allow comments" is either off/on depending on what you need.

asdwebMemberasdwebMemberYour style.css file is in the Appearance --> Editor of your WP dashboard. It is basically an instruction sheet that affects the appearance of your site. Changes to appearance are done using this file. Simple adjustments can be to change the color of links, etc.
There are a lot of resources for learning about and about modifying the style.css on the internet such as: http://www.w3schools.com/css/
If you are referring to making specific changes, using Firebug will help locate and tweak the specific css properties.
