    I have setup sign form on the home page as instructed in the Balance Theme setup - but when I put in email IDs to register it is not subscribing - in fact the page remains the same although the link above shows the address "http://www.researchstreet.com/Enter%20your%20email%20address..."

    Right now I am unable to add new subscribers through the form!

    You didn't add the form action. The form action tells the form what to do when the submit button is clicked. The form action is usually a link to your mailing list's subscribe function. You have to look up that detail in your mailing list account.
