I'm working with Sixteen Nine on localhost (using Bitnami and WordPress 3.8) and am trying to change the font sizes for h1 through h6. I'm editing using the Editor launched from the Appearance section on the admin panel. I can save the changes, but those changes are not being shown on the site; when I inspect the element with Firebug, it's not showing any settings for font-size for the header. When I inspect the element with the built-in Firefox tool, it shows the old font size for the header.

Could this be due to working on a local machine? I'm converting an existing site to Genesis and Sixteen Nine and am trying to do as much work and testing as possible to minimize the time that the site will have to remain offline to complete the transition.

Yes, but also do you have any caching plugins installed locally?

Sounds like you need to clear your cache. Also, I'd really recommend using a simple editor like Sublime Text 2. Bitnami looks cool, thanks.
