I am using the sample theme and have a widget at the top of my page for subscriptions. However, it isn't responsive in that when the browser is made smaller on a desktop or it is viewed on a mobile device, the widget is displayed over the top of the header. What is the best way to fix this.

    Thanks in advance.

Responsive CSS is contained in the style sheet's media queries. You need to use your browser's built-in inspector and mobile device simulator to examine the CSS that requires changing and adjust the media queries as needed.

@media queries are above my level of knowledge. I know how to inspect for mobile responsiveness and I can see the @media queries but I don't know enough about them to make changes. Could you point me in the direction of a resource that could help me. Thanks in advance.

The resource you need is your browsers built-in development tool. https://victorfont.com/how-to-use-your-browsers-inspect-tool/

Media queries are just plain and simple CSS that are executed at specific screen sizes. If you know any CSS, they are not beyond your skill set.
