Is there a way to add the same page navigation at the top and the bottom of a page?

That's an example blog (category) page. I'd like the 1 - 2 - 3 page links above the foals listings as well as at the bottom. Is that an option?

This is a well-modified Executive (Not Pro) theme.

Try adding this to functions.php:

add_action( 'genesis_before_while', 'genesis_posts_nav' );

I tested this in my local environment and it works with the Genesis Sample Theme. Changed it to a different hook.

add_action( 'genesis_before_loop', 'genesis_posts_nav' );
