I'd like to keep the page-top banner in Authority Pro permanent -- eliminate the capability of the user dismissing it. Can I do that?

There are a couple of ways to do this. The easiest way is to add some CSS to hide the close button:
```
button#authority-top-banner-close {
    display: none;
}
```
You can put this in the customizer's Custom CSS area.
