I need to put an image (the blue divider seen here: http://stevetaplin.nationalseoexperts.com/wp-content/uploads/2015/08/1-BANNER-MEDIA.png) under menu items as a hover on the nav bar.

I think that will also mean making the nav bar selections an equal width.

I have no idea how to do either one.

In the Enterprise Pro theme (I don't think it matters).

What you need to do is add the image as a background to the .genesis-nav-menu .menu-item:hover around line 1355 in style.css. This page should help: http://www.w3schools.com/cssref/css3_pr_background.asp

After you add the image, you'll need to figure out how to position it at the bottom of the menu.
