What is the best way to switch themes and edit the new one, without having the new theme live.  Any suggestions? I know there is a preview but doesn't have much flexibility.

    Thanks,

Install WP in a subdirectory and work on the theme there

Would I essentially copy all my files into a sub then? There's not an easier way other than installing another copy of WP? It would be nice to test plugins and media during the new design, which doesn't seem possible without all the other files. Thanks for your time.

If you want a clone of the original site you should get Backup Buddy, otherwise you need to copy over the DB manually.
