    This seems crazy so what am I missing? I make changes in the style.css file and they don't show up on my site. It's probably something simple but I'm not getting it.

    Most likely a caching issue. Turn off all caching while you are developing. If you are on a host like SiteGround that uses NGINX, turn off caching in cPanel. If you can't turn off caching, then clear your cache after every change. Hold the shift key down when you refresh a page so it forces the browser to reload the style sheet.
