How can pagination be enabled to work on all pages of the Metro template instead of just blog pages?

Pagination works specifically for blog pages because the pages are build in the loop. If you want pagination on every single page on your site, you've got to add page links manually because there isn't any way for a page to know what comes next.

From reading I understood you can use <!--nextpage--> in a page and it splits it up into sub-pages but this does not work with genesis metro theme

You can add single post navigation by adding 1 line of code to your functions file.
