Looking to add a page like this http://shaybocks.co/foodie/recipes/ page on this template: http://my.studiopress.com/themes/inspyr/#demo-full - Does anyone know what this is? Is this a plugin?

It looks like it's just a widgetized page template that uses Genesis Featured Post widgets. You can create a custom page template (similar to home.php in many child themes) and assign it to a page or pages to customize the way it looks.

This tutorial explains more about how the page templates can be created: http://journalxtra.com/easyguides/how-to-create-genesis-page-template-widgets/

Thank you so much for including the tutorial instead of just a response. That's a way to keep things dummy-proof. Thanks girl!

Here's a tutorial on how to use the Recipe Index page template in the Foodie theme: http://shaybocks.com/2013/09/25/how-to-configure-the-recipe-index-page/
