I am about to work on a website with the Serenity WordPress theme which doesn't appear to be responsive. Is there a clean upgrade path to a responsive theme for this template?

    Only Pro versions are responsive.

Does Serenity not offer a pro version? I am trying to find the cleanest upgrade path for the theme.

There is no Serenity Pro theme. You'll have to handle all of the conversion to HTML5 yourself as well as adding the responsive media queries. Cobalt Apps has a tool that presumably converts Genesis XHTML themes to HTML5, but I can't vouch for its accuracy or completeness. https://cobaltapps.com/genesis-xhtml-to-html5-css-converter/
