responsive design / media queries: max width -vs- min width

As I find my way with css and media queries in responsive design, I notice that the media queries in the Enterprise Pro and Executive Pro themes rely on a "maximum width" rather than a "minimum width" construction. I'm curious: why was this choice made?

I watched the following video on Youtube re: responsive design / media queries in which "minimum width" was touted as preferable (for reasons stated herein):

PS: for the record, I'm not trying to find fault with the theme designers, I'm just trying to understand media queries and the why & wherefore of their design. Thanks.
