I have used wp-cycle on this site (http://www.oklahomachurchplanting.com/) to set up the rotating header. I have added links to each image within wp-cycle and when I look at the images through chrome developer tools it shows that they are linked. For some reason though it isn't allowing me to click on the images. Any thoughts on why this is happening?
http://www.oklahomachurchplanting.com/That doesn't look like a Genesis Framework theme. But from what I see, you have the rotator inside your header and there's some overlapping there.
