I've cloned a legacy site that was very tightly integrated with a now defunct theme, and have cast it into Outreach Pro. Having more or less finished the basic layout, I've begun to look at the responsive characteristics of the site. The responsive menu opens properly (I've only started with smartphone widths), but none of the top-level links that have submenus show their submenus when clicked. I wonder if someone could please take a look and make a guess (or a determination) about what I may have done to mess this up?

What a relief! That works fine. I'm so happy it was a simple oversight on my part. While you are here, can I ask you how to turn those Font Awesome carats on the right of the menu options black? I've tried setting .nav-primary .genesis-nav-menu.responsive-menu > .menu-item-has-children:before {
color: rgba(255, 255, 255,1);
}
using Chrome and it works, but when I put that in my custom CSS mobile styles it doesn't, even with !important.
