Limit Title Length of posts on blog page

I've setup a blog page to show all my posts but i can't find out how to limit the titles.

I use this bit of code for categories which works great, limiting the title text for the category page, but when those same posts are on the blog page the code doesn't work fir them.

add_filter('genesis_post_title_text', 'truncateTitle');
function truncateTitle($title){
  $length = 40;
  if( is_category() && strlen($title) > $length){
     return substr($title, 0, $length) . '...';
  }
  return $title;

}

How do i make this work on the blog page?
