Is there a way to change Featured Bottom widget to Featured Top?

I used to have a FEATURED TOP option in my widget and now it is gone after various issues with my theme. Anyone know how to change the WIDGET to go from Featured Bottom to Featured Top?

I would like it to show up under the ROTATING BANNER - DYNAMIC GALLERY...I need some coding help....found this in the WIDGETS under EDITOR in the home.php:

I would suggest if you still have a fresh copy of your fuction.php and Style.css, to take a closer look to see it in the correct format.
