I'd like to add a .png overlay image to the Genesis Responsive Slider and have it stack on top of the slider images, acting as a frame of sorts.

What's the best way to achieve this? I've tried adding the image as a background to the slider element but it doesn't show up 🙁

I'm not sure if you mean stack on top of the slider image because to me that means it would cover the slider image. What about placing your slider images on top of a background color and use the full slider image width and height? It seems like that would be your image frame. You could even have different colors of background that way...or keep the same color. Perhaps I'm misunderstanding what you want but that is my first thought.

The middle of the image would be transparent, and would show only the scroll images at the corners.  So yes, I'd like it to stack on top of the images rather than as a background image.

This is the image in question >> http://www.lusciouslime.com/wp-content/uploads/2013/01/featuredbg.png

It seems to me you will have to create a home.php file for your 'child' theme and hard code the slider ( .flexslider ) into it. Inside that 'class' you will put your 'div' for your image. They will be positioned in the CSS using the 'relative' (slider) and 'absolute' (image) declarations. Go here to see how an overlay is done. Use Firebug to see how the 'selectors' are used.
