Hey, I want all users (including logged in) to have to enter their name email and website when commenting.

So I want to disable the "logged in as" part and display the standard form to everyone.

Is there a simple way to do this?

Sounds like you would have to create a function to replace the standard comment code. I don't know an easy way to do that.
