Focus Pro Header Background Image

Hi!
I am working on this website and want to add a background image to the header only.

Home

I tried doing this:
.site-header .wrap {
background-image: url(‘http://projecttransitionusa.com/wp-content/uploads/2014/08/flag-banner-header.jpg’);
background-repeat: no-repeat;
width: 1140px;
height: 415px;
}

But the image is not showing. I confirmed it is the correct URL.

I also want to be sure I put the right size on the site-header section in the Media section of the Stylesheet so it is mobile responsive. Can anyone recommend sizes for headers for that section?
I put the same info as above in the media section as what I found on the forums but I know the size won't be right!
