    Is it possible in WordPress to have the content scroll and the background image stay stationary like this site here?

    I'm would like to use this on the amped theme and insert a custom background image.

    Can this be done without creating a completely new custom theme?

    Simply add fixed to the background.

    Where do I go to modify this?

    Is it changeable in the style sheet?

    Yes you would make this change in the style.css  on body
