    How do I customize the blog page template so that author and category and comments don't appear?

    I don't need the date of entry, author's name or Leave a Comment to appear above the summary; nor the "filed under" category below.

    CSS is the easiest:

    .page-template-page_blog-php .entry-meta {
        display: none;
    }

    If I wanted to insert a rule in between each summary to create a bit of separation, how would I go about that?
