You can use hooks. Somthing like this: `
remove_action( 'genesis_entry_footer', 'genesis_post_meta' );
add_action('genesis_entry_header', 'genesis_post_meta' )`
That is using genesis 2.0 but if you are using an earlier version try this`
remove_action( 'genesis_after_post_content', 'genesis_post_meta' );
add_action('genesis_before_post_content', 'genesis_post_meta' )
