    Need: Increase Tag functionality.
    -My site will use 1,000 +/- tags.
    -I would like similar user functionality to categories; parents and a scrolling window in the New/Edit post window.

    You are asking to change core WordPress functionality, which should not be done. Alternately, you could ask someone to construct a custom plugin. It's only fair to advise that a custom plugin of that magnitude may be expensive and could take a month or more of dedicated man hours to build for you.

    Perhaps you'd be better off trying https://codeable.io/. I used to work for them. Once you post your requirements, you'll receive multiple competitive bids from pre-screened developers.

    Victor,

    Thank you for your overview and recommendations. I've chatted with advancedcustomfields.com and toolset.com. Both agree with your assessment.

    Categories could work for this project I believe). What do you and WPSmith think?

    -Blog needs one Category only.
    -Code the blog loop to only include the blog single category.
    -Create a custome search that excludes the single blog category.
    -"Nofollow" for all categories other than the single blog category.
