    The default User Permissions for a new user gives permission for both the following:

    Genesis Admin Menus:
    Enable Genesis Admin Menu?
    Enable Import/Export Submenu?

    Is there a way to set the default to not enable those 2 options?
    And is there a way to bulk disable those options for existing users?

    The checked value for the those fields is hard coded into the genesis-user-settings.php file. The best you can do without a lot of coding and work around is to remove the actions that display the fields.

    remove_action( 'show_user_profile', 'genesis_user_options_fields' );
    remove_action( 'edit_user_profile', 'genesis_user_options_fields' );

    As for bulk removing the values already in the database, Genesis has no function for this. You would have to use PHPMyAdmin and run a SQL script to either change the value or delete them from the database.
