CSS changes not showing up in DIfferent Browsers

Hi,

This question is a continuation from a previous discussion thread:

Add Border Around Front Page Elements

Test Site: http://www.nleephotos.com
I successfully added the border I wanted around the front page elements using the below code:
`body {
background: #333 !important;
}

#wrap {
background: #fff;
padding: 0 2em;
}

I can see the border in Firefox and Chrome. But, I'm unable to see it in IE on Ipad, Iphone or Android devices. I used the code as it was given to me, should I add something more to it? Any help is appreciated.

P/S I'm not using a Cache plugin.

The theme that you have chosen is not a responsive one. You might want to switch to one of the newer themes that have 'Pro' name in it.

I realize the Crystal theme is not responsive. But, that should not stop the background from showing up in IE.
I was wondering if the padding or wrap should be adjusted in order for the background to show?
