I have a FB comment plug-in, but no setting to turn off regular WP comments. I'd like for BOTH to show. Even when I turn off the FB comments, the regular comment links don't show up.
there isn't any custom code to turn off the comment function (that I can find). I've updated to the most recent Genesis and WP, so I'd think that if there were some code in there turning them off, the upgrade would have fixed it.

What are your settings for Genesis > Theme Settings > Comments and Trackbacks?
They are enabled on both posts and pages.

Looks like you've got it set that only logged in users can comment. You can change those settings under Settings > Discussion > Other Comment Settings
