    I prefer the way the home page images scroll on Cafe Pro and want to have Parallax Pro do that. Is this a function of CSS, functions.php or both?

    It's a function of both plus JavaScript in the themes\js directory. I'm sure what you want to do is achievable, but it will take a lot of effort to combine the code to make it work the way you want. You'd essentially be creating a new child theme comprised of the features you want from the other two.
