I want to create a template for tags that displays a photo, an introduction to the tag's topic, then an archive of the posts which use that tag. Using a page template would be perfect, but I'm not sure how to adapt that to work with a tag. Any suggestions?

Tag page templates work the same as category page templates. See this.
