It looks like Genesis Web Accessibility was created in 2015, but I'm wondering if these features have since been added to Genesis by default or if we still need to use the plugin (or manually code features) for a site to be fully compliant?

Accessibility is built into Genesis. Genesis uses the WCAG 2.0 standard (A11Y) that exceeds ADA 508 requirements. Since the release of the accessibility standard, there is no reason to ever use a plugin. You activate accessibility by adding_theme_support in functions.php, if your child theme doesn't already have it turned on by default. https://my.studiopress.com/documentation/snippets/accessibility/enable-accessibility-features/
