    I was able to add a site Icon, and the tagline is in the site identity but does not appear.

    So What I want to learn is how to have

    icon or image. Redhawks Rising
    of the bird

    to the left of Bold headline in red is site title "Redhawks Rising"

    above tag line in smaller type "Celebrating Life at Vallejo High School"

    Can header be made to be black?

    can any of this be done with blocks?

    You might find CSS is being used to hide the description in the site header. Check your child themes style.css file.

    Around line 1264

    .site-description,
    .wp-custom-logo .site-title {
    	border: 0;
    	clip: rect(0, 0, 0, 0);
    	height: 1px;
    	overflow: hidden;
    	position: absolute !important;
    	width: 1px;
    	word-wrap: normal !important;
    }
    

    Also note, you can filter the site title and description if needed using PHP code.

    Untested but i would try removing the .site-description class selector from the CSS rule so none of the declarations apply to the description.

    There are other methods however i think this is the best.
