Add news marquee?

How do I add a news marquee to the metro theme for a client who wants a news site developed?

Example
http://www.mediaguinee.net/
The news scrolls across the top from right to left.

Is their a plugin to implement this or do I add it manually?

Either HTML in a custom function or a plugin like Simple Hooks. Try genesis_after_header

Genesis Simple Hooks plugin is the best for this. Simply copy and paste the code into the box.

Thanks a lot Brad..how would I include an RSS feed of latest news from the site in the marquee?
Just add it manually or could it be updated automatically as the news changes?

Would require custom coding to do that in my opinion.

There may be a plugin however i haven't seen any that do that.
