I figured it out and it was completely my setup under Settings Reading.
I'm posting the answer here in case others have this question.
When you are using a widgetized home page, even though as soon as you install the theme, it just works, and that's neat, your "Posts" page won't allow the Social sharing icons to display/work properly unless you have this setup.
You should create pages (no content needed) for "Home" and "Blog"
Then, under Settings > Reading, it should be setup like this:
Front page displays
A static page (select below)
Front page: Choose "Home"
Posts page: Choose "Blog"Now, once this is properly configured, your social sharing icons will be visible on your Blog page and they will work.
Hopefully this helps someone else.

I am not clear on how the page: http://elizabethwhiting.me/blog got created by Outreach Pro. So, I'm not clear on how to fix this.

The icons ARE working on all other archive pages. However, they are only not working on this blog page.

I'm happy with their position, they just aren't working. I'll try reaching out to JetPack for support. Thanks for that tip. I'm not sure how to go about it, but I'll see what I can find.
