Design for everyone.@ Anitac -- as I stated in the original inquiry "We have everything unchecked in the Settings–>discussion tab so that commenting on older posts IS allowed" I see that setting and that's the first thing we checked out. It's allowing comments for any post and yet the older the post the less likely there is a comment form showing.
@john we are just using the native wordpress commenting. No plugins for the commenting.

I know they do not display if nothing is in them--I wouldn't have asked the question if I hadn't already placed images and text and then not have it shown up. Hence why I said:
She is trying to add a text widget back in and nothing is showing up. I added some widget to the footer widget areas and still nothing showing.
