Can someone please interpret what this code does?

    RewriteCond %{HTTP_HOST} ^sqrft\.net$ [OR]
    RewriteCond %{HTTP_HOST} ^www\.sqrft\.net$
    RewriteRule ^jobs$ "http\:\/\/www\.sqrft\.net\/category\/1_job\-hunting\/" [R=301,L]

I know that my site has multiple flaws and am wondering if this is one of them.

If I'm reading that correctly, it's meant to redirect /jobs/ to /category/1_job-hunting/, which looks like it's redirecting traffic from a static page to a category? I think your conditions might need to use HTTP_REFERER instead, or just remove the conditions completely and use:
    RewriteRule ^jobs$ http://www.sqrft.net/category/1_job-hunting/ [R=301,L]

Typically, from the same domain, I'd just use:
    Redirect permanent /jobs http://www.sqrft.net/category/1_job-hunting/

Or use a plugin like Redirect List to manage that from inside WP.

I'm wondering if this is, in fact, left over from an old redirection plugin that I was using. I deleted the plugin some time ago when I couldn't solve the errors.

Will I break my app if I delete all three of these lines?

No, removing it shouldn't break anything with site operation unless you have pages or menus still calling /jobs/ directly. At worst, you might see an increase 404 errors in your logs.

What errors had you been trying to solve, and do they still crop up?

Sweet. Thats what I thought. Thank you!
I'm going to put a permanent redirect using my domain host control panel. I think I feel pretty confident it will do the trick.
