You can create a new custom loop using WP_Query or get_posts

    Or

You can add a new widget area in any Genesis child theme and populate it with the Genesis Featured Posts widget.

how do I place that custom query onto a certain page - is that basically just a function in the functions.php file and then I check whether I'm on that specific page?

You can hook it in using a custom function and conditional tag or hard code it into a page template or template file.
