I am in general fascinated if all settings have moved to the customizer in place of settings panels of new website. Which might inform definitely that the newbie doc is dated.

Your post was move because it is unrelated to the post you were on. The Genesis Settings have moved to the customizer. If there's something missing in the theme docs, reach out to StudioPress via the contact form and let them know.
