    I'm using up to date everything (as of today) with the Genesis Translation Plugin. If I define ('WPLANG', 'pt_PT') I get Portuguese from Portugal in the admin, but if I define ('WPLANG', 'pt_BR') I get English in the admin.

    Please advise.

    That's a third party plugin developed by Remkus de Vries. You should post it on the plugin support here.
