Post Title and Meta Data Tweaks

In News Pro theme how do I reposition Post title and Post meta before Content-sidebar-wrap and featured image in the content wrap itself after the title ?

I may be totally misunderstanding your question, but I don't see how you can position post meta before the loop.

For the Featured Image, I think this should work (not certain of how News Pro is implemented but this is a standard Genesis thing):

// Move image above post title in Genesis Framework
remove_action( 'genesis_post_content', 'genesis_do_post_image' );
add_action( 'genesis_after_post_title', 'genesis_do_post_image' );
