    Hello,

    Lighthouse is flagging passive listeners for scrolling inefficiencies on my site. I've seen many articles about it, but apparently this is beyond simply making a few code changes on a file. Here is one example. https://github.com/WICG/EventListenerOptions/blob/gh-pages/explainer.md
    Does anyone know how to implement these listeners to satisfy Lighthouse?
    Or any other advice? Even recommending a coder who can implement this for me.
