Outreach – CSS Code?

Hi!
I am new to web design and have a question about code in the Outreach CSS style.
I am trying to change the color of the text in my sidebars (primary and secondary) on my site.

I want to change the background to fcf3da and font to black to match body content.
I figured out how to change the sidebar background and made it blue so I can see the letters.
Is it part of this code or somewhere else.
I didn't know if it was this part of the code:

But don't know what that means.
Can anyone help?
